An elected second chamber should give us an honest, efficient, governing body, with members whose first concern is not getting re-elected to line their own pockets, just like the commons in fact. They probably would not mess with the voting system to bias the election results, either.
I would much prefer the second chamber to be chosen more like a jury, and then to have the power to stop the commons doing something the upper chamber doesn't like for a complete term of the commons. Is any organisation supporting that approach, do you know?
