Apostrophizing the corporeal

Sitting on the pile of unread, unsorted stuff is the newsletter from out local NHS foundation trust. It's called Members Matter. Good thing, we thought, that they omitted the apostrophe (tho' would Member's or Members' be a messier mistake?). Still, in the context of a newsletter originated by a hospital, the choice of words is a little near to the knuckle. Was it deliberate, someone on their PR team with a grisly sense of humour? Or one of those unintentional slips?
